The API has been launched. API documentation is at http://developer.panorama9.com and API access can be enabled through Manage->Extensions->API (Dashboard) or Extensions->API (MSP).

Not at the moment but it is a planned feature. More specifically, we are working on an API to give read-only access to data. More advanced features (writing into P9 and initiating operations) may have to wait a bit.
